rent control or suit ?

I have house (valued 10 lacs and rent 1800/-) built in 2002 and let out in 2003 to till date, it is in Kakinada, Andhra Pradesh. It was muncipality but now turned as corporation.  We filed eviction in 2008 , july in RCC.

My question is  if this falls under Rent Controller or Suit ?

What is the difference ? which is favourable to owner ?

in RCC it is deemed as original petition and in eviction suit it is a real suit proceedings.  The convenience is in RCC.
