Regularization of Casual labour

 

The facts of the case are as under:

1.   Casual labours were called from Employment Exchange as and when required in past from time to time.  Presently as per guidelines no new DPLs are to be engaged.

2.   Director, IARI, New Delhi published a Public Notice through National News Paper on 14/09/1993 stating that “It is notified that all such Daily Paid Labour (DPL) who had worked with I.A.R.I. on casual basis from time to time and who are in position to given documentary evidence should deposit their attendance Record during  working hours on or before 31/10/1993 for their registration to enable the organization to compile Seniority list of DPL” .  After this, a list of DPLs was prepared in IARI headquarter excluding its Regional Station. 

3.   Attendance Records of All DPLs engaged were called by to IARI.  DPLS are engaged for filed/Laboratory/office work.

4.   Detail of DPLs regularized in different years is as under:-

     1996 =19

     1997 =93

     1998 =174

     2006 =07

                2007= 05

5.   Approximate 550 nos of DPL are working at IARI including its Regional Stations.  A Combined Final Seniority List was prepared in 2005 out of which only 12 nos of DPLs were regularized in the year 2006. At present approx. 180 number of posts are vacant.

 

Keeping in view of the above position and number of DPL working in IARI, may I request you to kindly suggest the course of action to be taken in the best interest of DPLs so that they may be benefited.
