Should it made compulsory to Register property document with Registar should demand NOC from Co-operative Housing society in order to control willful defaulters of CHS?

Registration of Property R done without obtaining prior NOC from CHS,thereby small CHS,members dues remain uncollected some of the smallest CHS on the same grounds facing survival problems on account of Long pending outstanding not clear by outgoing members and incoming member ( with criminal background )don't bother to comply rules & regulations as they paid stampduty & registration charges without NOC from CHS.
Member Strength 9,47,817 and growing..
