Regarding Extradition Act

what happens when an Indian Citizen being transferred from Sri Lanka after getting life imprisonment on NDPS Act to India where it has
ónly nominal sentence?
Is the prisoner in India will get relief or freedom or will get his right for being an Indian Citizen?
And Indian government should have power to take decision for his Indian Citizen too..

he got arrested for Non-commercial quantity of Drugs i.e. Cocaine, and he was transferred on 2017 to Delhi prison, India, and still inside prison. he has send 5 times consent letter through Home Ministry of Affairs and one through Hon'ble high court Judge Brijesh Sethi to Sri Lanka to finish up the case but still now no reply has come from their. so, Indian government is waiting for what to finish up his case? Is Indian Government have no power itself to dissolve it as that has already spend 8years in prison and still now he is inside. Indian government is much higher than the Sri Lankan Government and where the same government is not at all interested in this case. so, what that guy can do? who can do for that guy's freedom whose have every right for rehabilitation and reformation and it's against Human Right.
