Regarding booking amount refund from builder

I have booked a flat of amount Rs. 51000/- but due to personnel problem. i cancelled the booking of flat. In this regard i contact the builder to builder regarding refund of money , they told money will be return after 2 month of amount Rs 40000/- out of 51000/-. so please the advice to immediately return the money

I have broucher but there is no terms condition. one point is there, if you cancel at any stage 5% amount deducted. but there is no time limit to refund the amount in broucher
