Refusal to issue transfer certificate

I was a student of a private college affiliated to Bangalore University, from where I completed my UG. I have been provisionally admitted to a Central University for PG, where I am supposed to submit my TC. My college is refusing to issue the TC unless I bring a 'Request for TC' from the Central University. The Central University refuses to issue such request, stating that no such request is necessary to issue a TC. What are my options now?

TC stands for Transfer Certificate

1.  Transfer Certificate is NOT required. You have to submit your original Mark Sheet and college Degree Certificate to the PG University, who it turn will ask the college for verification.
