Refund period for non judicial stamp paper

I have a query that in what time frame should i get the amount refunded to me if i have applied for refund of Non judicial stamp paper within six month of issue . Important points:-

1) Who is the refunding Authority in Jharkhand?

2) What percentage of amount will be deducted?

3) time Frame for refund of amount?
