The committee should inform the existing PMC about the termination of their services and the reasons for the same, and the notice period required for the termination should be provided as per the agreement. 

I presume PMC means Provisional Managing Committee. PMC is appointed by the General Body of members. In order to appoint a PMC a general meeting has to be called. Who called the general meeting?  Did the regular Managing Committee call the General Meeting? How was the PMC appointed, by nomination or by election?  After the PMC is elected, it has to be dissolved if another PMC for the same purpose is to be formed. There musr be sufficient reason and justification to dissolve the PMC. They must also be given an opportunity to be heard by the General Body.

Project Management Consultant is an external entity (individual) and answer to the question will depend on the terms of his appointment. It will also depend on whether any work and payment for the same are pending. If a new PMC is appointed wthout his knowledge and termination of his appointment there can be conflict and confusion. More details are necessary as to why a new Consultant is being appointed when already there is one.

Show the agreement executed by MC with PMC to a local prudent lawyer for appreciation of its terms and conditions, especially qua its termination clause agreed between the parties to agreement.
