I need to know, if we can file any civil recovery suit, against any culprit/accused get punished for theft 379/380 IPC.

Suit can be filed for enforcement of civil rights. s. 9 of CPC specifically provides that the courts shall have jurisdiction to try all suits of a civil nature. You can not plead the ingredients of theft under IPC and civil wrong simultaneously.
