department of agriculture was bifurcated into agri and horti dept. Mr. B who was deputy in the undivided dept. was elevated as chief in the Horti. Govt. re-amalgamated the two depts. again and put Mr. B again as deputy in the re-amalgamated dept. of agri but allowed him with the same pay scale as he enjoyed in horti though horti has been abolished. does it amount to demotion for B? does B has right to challange such demotion alleging malafide? does bifurcation / amalgamation of departments come within the exclusive domain of public policy matters
