Rcop judgement in 11(4) section

there is a judgement in RCOP case under 11(4) section tenant didn't paid the rent. in tamilnadu court. can tenant go for appeal? in the same lower court?The pricnicipal sub judge returned the case to munsif court on tenant time delay petition after 2year of judgement by munsif court. can tenant run the case again in munsif court?
