There is no mandatory conditions for a quorum. Quorum is to be decided by the Group itself. For example, in a group of 3 persons, quorum has to be atleast 2. In case of 5 persons, it has to be atleast 2 or 3. In case of 10 persons, atleast 4. For a very large group say 100 or more, 25% is a sufficient quorum. In case there is no condition of the Quorum, each meeting has to take a fair view whether the attendees represent a reasonable quorum.

As regards mentioning the quorum in the bye-laws of a society, first consider the number of members in the society. Second factor will be how many of them will be reasonably expected to attend a meeting. Third factor will  be whether any decision taken in a general meeting will be acceptable to all the Members. Keeping in view all such factors, the bye-laws of the society is to be decided and each person has to sign the Bye-laws to become a member,.
