If the employeer has declared the bonus for all the employees who were active in the organization on certain date. If someone resigns few days before the bonus was declared and they were in notice period on the date when it was declared. Will these employees be considered as active and are they elegible to get the bonus amount?

Bonus is not an obligation of the company. Many companies do have the clause that the person on notice period may not get the aditional benefits like incentive, bonus, loyalty bonus, etc.
Check the companies policies to find the answer for your company.
