Query under rti act

can we ask the information under RTI Act " Who is the officer or employee responsible for delay the particular work " is covered then under which section that information covered. because CPIO refuse to write/tell that this information is not covered under RTI Act

RTI Act applies to information in material form and not on information which is yet to be created. Unless the re is an investigation it cannot be identified who delayed the case. You cnat the most ask for the names of the dealing officils and the noting leading to the file which will indicate who delayed teh cae.
