Prosecuting corrupt io

How do I prosecute a corrupt IO who has forged documents in collusion with the opposite part?

If I file a private complaint, it will be referred to the jurisdictional police who will close the matter or not act upon it. My complaints to senior officers have fallen on deaf ears multiple times.

It is not necessary for the magistrate to order a police investigation on a complaint. He may himself carry out a preliminary inquiry and issue the process. If the police investigation is not impartial then you may actively explore the option of moving the jurisdictional High Court. Police is not the final authority in the country to seek a redressal from.
