I have purchased a flat in Ram society no 6.hence forth ref as said flat.
I have paid complete amount of said flat.I have got possession of the same said flat.Enteredin agreement of the same said flat.paid stamp duty.and after that builder refused to register the document of the said flat.20years have passed nothing is done. what can i do now

Do you have the title deeds, relating to the property. If yes, pl go for a declaratory suit to obtain title in your favour.
