The individual whose name the property title by a registered document is there, he has to apply for transfer of revenue records to his name subseuent to the purchase of the property by a registered sale deed.

Presumably 7/12 records pertain to revenue records, isn't it ?
If so, name in 7/12 record do not confer title of property, which is just for collection of revenue.
Show the title documents to a local prudent lawyer for better appreciation of facts and professional advise.
