Could somebody help me in understanding the below terminology. I found this in registration.telangana.gov.in  Site  under PROHIBITED PROPERTIES

Notification Number  -   CD OF THE COLLECTOR

Other Reference  :   FURNISHED THROUGH THE DR

Please explain the highlighted one's.  I appreciate quick response. Thanks in advance!
