Process to start a volleyball club in west bengal?

Hello everyone,

                         I along with my team want to start a professional volleyball club in West Bengal. Can anyone kindly tell me what are the legal procedures to start a Professional Sports Club in West Bengal?

                         I will be highly obliged if someone kindly help me by throwing light over this issue.
