Procedure for filing fir under up gangster act 1986

I would be thankful to the learned Lawyer to inform me what is the procedure to file FIR under U,P Ganster Act 1986 .
Also who is the jurisdictional authority to investigate and register the FIR .

is this FIR different than a normal FIR under section 154 (1) ? Thanks to alll
