Private complaint any law which prohibits dilly dallying

In   a private Criminal Complaint  can the Magistrate/ original Complainant keep dilly dallying and the magistrate keep posting the hearings on 2 month interval on "UNREADY BOARD"........without issuing "Notice" to opposite party. Is Not Magistrate working in cohort with complainant to him to  unduly create pressure on the 'other side'  out of vendetta .

My Query 

 Is there any "Limitation Period" within which, the either the magistrate   must dismiss the private complaint or issue notice  to other side ?

You need to wait. If you have any issue, you can complain to the District Judge and the complaint would be heard by a new Magistrate.
