Power of issuing charge memo lower disciplinary authority

As per CCS rules lower disciplinary authority competent to award minor penalties can initiate Rule-14 against an official but is issuing charge memo and initiatives of charge sheet different. Is he competent to issue Rule-14 charge memo. If yes what's the SOP, please reply.

For this limited to the query please see rule 13 (1) (b) and 13 (2) of CCS (CCA) Rules 1965 first. Then Rule 14(3) and 14 (5) (a).
