"A" was caught by police with, so may already activated sim cards, it is unknown that on, whose name these sims are activated. If it is an offence please suggest under which law ? and under which section?

If these SIM cards are not stolen ones no offence. Any how police will verify the reason for the possession of so many SIMs for probing any link to criminal activities.
