You didn't mentione the offence?. Complain to higher police official or file a writ in High court.

As @Arvind rightly inquired, the offense under which the FIR has been lodged should be disclosed to give proper advice. However, 2years is a fair enough period for cases to come to an end. I feel the I/O is conniving with the accused or he is expecting illegal gratification for satiate himself.

 

Try to find it with diligence and talk to the I/O. If he does not give a favorable reply then firstly move application to DCP of the area concerned and copy to the Commissioner. If you see no action, then file Writ under 482Crpc to High Court.
