Pmc in redevelopment of society

Is it mandatory to appoint a PMC by  society for redevelopment in mumbai or PMC can be dispensed if  society manages  redevelopment by itself by merely appointing its own Architect and Advocate & following rules . Has High Court Mumbai passed any case law exempting appointing of PMC , pls give details of  case law.

It appears to me PMC is not  necessary if  society is well conversant with  rules

1.  PMC is the competent authority for various redevelopment modaltities.

2.  Society or other people are not competent for various redevelopment modaltities.  HOWEVER the society can go ahead without any PMC, at its own cost and consequences.

Can co-operative housing societies in Mumbai adjoining to each other wanting to explore joint redevelopment release together a Tender Notice inviting proposals for appointment of PMC? 

If yes, what is the procedure to be followed?
