Definetly you can see the balance of PF every year. That PF authorities will send you a slip to every members/employees to the concerned employer by post/in person, it contains opening balance, interest for that period, pf remitted for that period, and closing balance

My P.F.Account Number AP/23744/230. I want to know the total fund balance as on 29.02.2008.

Dear Sai Babu, The PF Authorities sent your slip contains the details of balance available in each employee's account to the concerned employer after completion of every financial year. At present in your case the slip related to your said number has been received by your present employer or suppose now you are in someother company, the slip will received by your present employer. Pls. verify with your employer. And after the said period, the balance details will available with your employer.

if a person has left his/her job before 4 to 5 years can he get his pf amount

Yes if the PF a/c is not get transfered from previous firm to current firm then you have to go to your previous firm & ask for withdrawal form no10C &19 you also carry 1photograph with red or blue backgroud for SSN form & a bank details & photo copy of the same. The total process will take approximate 30 to 40 days to complete.
