Permission from ghmc for constructing house on 56 sqyds ?

one of my friend wants to construct G+1 house on the 56 sq yds which is situated near by Tarnaka in secunderabad, Telangana. And the land which is already built house in the RCC roof. Now he wants to dismantle the old one and construct the new house G+1 on 56 sqyds. Should he go for obtaining permission for GHMC? IF he has to take permission then where he has to go and what is the procedure and fees for the same.

Please let me know the information so that I may help him in serving the information.
