Permanent alternative agreement

A society of 10 tenant was undergone redevelopment. Builder in year 2004 successfully completed construction. Got o.c. and tenant was handed flat. Possession letter was given on simple letter. Till 2016 alternative accommodation agreement not executed by builder. As such builder is not traceable. In this case how tenant title will clear ? Pls sugest.
