Dear Srinivas, 

Service pension will be given to an retired employee and the family pension will be given to the family of the deaceased employee.

So both cannot be availed at once.

A is state retired employee. A's husband family pension is given to A. So A get both pensions along with full DA allowances. Is it valid?

A has to declare that she is getting service pension, hence she cant claim DA allowance in family pension. if she is claiming, then the Government may take steps to recover the same at any point of time or sometimes may cancel the family pension for making false declaration before the authorities.
