Payment of flat transfer fee in cooperative housing society in mumbai

Sir,
I am secretary of a Cooperative Housing Society Ltd in Mumbai One of our member has submitted a registered sale deed in the name of his daughter in law. The consideration of the sale Deed is Rs 45 Lakhs only.
Now my query is whether Society should charge flat transfer fee as presecribed in Society Bye Laws and also Maharashtra Cooperative Act.Kindly give the relevant rule also .
