Pavement way for conditional patta land


2007 conditional patta land given to 15 members and that land has no pavement way it was covered with
private land which is ceiling and government control under these follwing conditions.
1) ceiling private land can be used for agriculture not for commerical purpose 

 private company puchased the ceiling land without conditions followed.
 so that land under the goverment control

Need suggestion from you regarding the pavement way proceedings.
