Cheque bounce case is a private criminal complaint hence it will not reflect in the police verification report, you can remain silent about it instead of voluntarily informing the police about pendency of a criminal case against you.

Although the cheque bounce case are categorised under the criminal law but as such they are not equivalent to the cases which are initiated after lodging a complaint with the police. So, you should not have any issues with the renewal of the passport.
