Passport renewal changing jurisdiction frm chennai to dellhi

Hi All,

I was wondering is someone can help me.

I've filed for my passport renewal but tx to cock-up by Regional Passport Office Chennai it's not yet renewed even after 4 years. RPO Chennai was the original passport issuing authority.

I want to file a Writ Petition in Delhi High Court instead of Chennai High Court as I live in Delhi now. 

I wanted to know if I can file Writ Petition in Delhi High Court against MEA directly instead of RPO Chennai? Is it possible?
