Passport renewal

Sir/Ma'm Can an application of the state Government employee for renewal of passport be rejected on the grounds that there is a departmental case is pending against the said employee. The employee has been charged on the grounds of insubordination and not corruption. Please guide

And yes passport can be rejected on the ground of pending case.
