Passport fraud

Hello Sir/Madam. Need opinion.

As per passport and education certificates (10th to Masters ), person's surname is X  and parents are ABC.

Now this person is using surname Y and now parents are XYZ in legal documents.

(Truth is XYZ are real parents and sur name is Y). 

 1) Does the surname changes and change in name changes attract Passport fraud ? If so , what are the IPC sections are applicable ?

2)  This person is using both names whatever advantage for him ; ex:  one surname in 2011 , another surname in year 2012 , first surname in 2013, etc..

Will this be fraud or cheating ?  If so, what sections are applicable for this scenario.

Mr Rk, sec 177 of IPC relates to furnishing false information, I' m quite agree with Mr Ramacharya sir in this "suppressing truth is itself an offence"

Suppressing the facts for issuance of passport is an offence, but in this case it should be seen that in what way this will hold grounds for suppression of fact for issuance of passport, because the querist seems to change his surname as a fancy, every year, so this can be treated only by a psychiatrist.
