Parking of vehicles by tenant of the owner in society

Can the old co op housing  society where the parking space had not allowed to every member ,disallow the parking to licensee by SGM resolution..If the common open space is limited ,can society differentiate between member and licensee in terms of space and parking charges.There is always ambiguity for rights of nominal member regarding parking facility.Pl guide.

The Co Op Society should frame laws when parking is limited.

Society by law no. 82:
The managing committee should allot such parking space/stilts by lot for one year each owner basis.
