Parking allocation rules

Hi. I live in a society where parking happens by draw. However my society added a clause that all dues should be paid. My dues were not paid due to some financial difficulty. However the society did not give me a notice for the draw and therefore I did not know about this condition that they put. My query is this. . Can the society go ahead with the draw without given one particular member any notice when everyone else got the notice. .?

I think, you should have rais objection on non allotment of parking if dues are not paid. Society should give you a demand notice for payment. And shall send you a letter clarifying that no due is necessary for allotment. But mainly society can charge penalty according to bylaws on due but could not hold parking.
