Panchayat elections are conducted by the State Election Commissions, independent of the ECI. Do the general rules of holding these elections as mentioned in the Handbooks of ECI for Returning Officers, Presiding Officers etc., apply to these elections,too. Shall an officer/official exempted by ECI from election duty, be also deemed to be exempted from panchayat election duty held under State Election Commission.
