Although, supreme law of India say that:
under ELEVENTH SCHEDULE(constitution of india)
2. Land improvement, implementation of land reforms, land
consolidation and soil conservation.
Why Panchayat approval is unapproved layout as per
"the Town and Country Planning Act".
Doesn't it supersedes constitution of India.

You have confused yourself by misreading or misinterpreting the concept, it is no so, you read the full text properly once again and understand the meaning underlying in it. Panchayat approval is different from approval by town and country planning authority.

Hello Kalaiselvan,
now let's not considered "the Town and Country Planning Act".
But as per:
ELEVENTH SCHEDULE(constitution of india)
2. Land improvement, implementation of land reforms, land
consolidation and soil conservation.
"Panchayat should have right for 'implementation of land reforms' right i.e: Approve layouts. please correct me if I'm wrong.
