Painful Indian Judicial System!

My friend a senior citizen had filed a Revision Petition in the High Court in 2016. The same is pending and matter is assigned to different judges resulting in inordinate delays. What is worst with every change in assignment the judge/s ask for service of official notices & also ask petitioner to serve private notices. The query is how many my petitioner friend is required to pay the court staff for serving official notices for the same notice again and again? Any remady? TIA

Unfortunately, such things are happening. Perhaps, your friend can sum up the sagacity to appear in person and try to present his case. however, in the present days, many a High Court  insists that permission be taken to appear party-in-person.
