Pagdi House In Dadar West Mumbai- Can I apply for a Toilet

I stay in a Pagdi stated apartment in Dadar West Mumbai - 400028. Currently we have common toilets :- 4 toilets shared amongst 11 apartments and over 40 people. I wish to apply and build a toilet in my house, I believe if permitted I have the space to do so in my house, without any changes to the Building's structure. Our Manager/Landlord is not giving me a decisive permission to do so. Under the Swatcha Bharat Abhiyan is there a by-law or law where I can still build the toilet and the BrihanMumbai Municipal Corporation Permits the same. I have my grandparents who are beyond the age of 80 if I can show the need for them. Any feedback will be really appreciated. Best regards, Atul Bapat atulcbapat@hotmail.com
