Ownership rules for cghs flat in faridabad

I plan to purchase a CGHS flat in Fraidabad

I have been living in Faridabad since  year. The builder says I will get a share certificate and registration is not required. I understand as per CGHS rules the society membership must have been desided when the CGHS was registered. In such case can the builder sell this as fresh property or will it be considered as resale and is registration not required.

Title (ownership) and membership are two different connotations and subjects which are governed by their respective laws / Acts. i.e., Transfer of Property Act, 1882 and Haryana Co-operative Socieities Act, 1984

It is not necessary for a member of CGHS to own a flat.

On the other hand it is not must that the owner of a flat should be a member of CGHS.
