Ownership of a Govt. piece of land

One of my family member is possessing a piece of govt. land measuring 5445 Sq. Feet. Can he be the owner of that land? If yes, how?

Quick Summary
This discussion addresses whether a family member possessing a 5445 sq. ft. piece of government land can legally own it. The initial response suggests that mere possession does not grant ownership rights; the individual can only use the property until their death without any ownership claims. Further details regarding the duration of occupation and land utilisation are requested to provide a more comprehensive answer.

No.  Till his death he can only enjoy the property without any rights.
