Overcrowding and lack of basic facilities in courtrooms-responsible authority?

Regarding issues such as overcrowding in District courtrooms, insufficient space, lack of waiting areas, absence of covered entry during rain, and poor maintenance of basic facilities like toilets-who is the actual responsible authority? Is it the District Court administration, the Public Works Department (PWD), or the High Court, particularly in terms of infrastructure and funding?
Additionally, in such situations, which authority would be the most appropriate and effective to approach for filing a complaint or representation to ensure timely improvement?

A hypothetical question, if you are appearing as a party in any case in that court, you may approach your own advocate to get it clarified because it is not a legal issue that can be addressed.
