Problem - Section 154 introduced in Maharashtra Co-operative Societies Act, 1960 through ordiance passed by governor when both Houses of the State Legislature were not in session.

Hence need to check whether this ordiance passed by the governor was laid in state assemblies or not and what was the outcome.

When an ordinance is issued by the Governor it will appear in the State Gazette. An ordinance has a validity period. When an ordinance is passed into law by the legislature, it will again appear in the gazette. You scrutinize all the gazette notifications issued during and soon after the validity period. if it does not appear the ordinance has lapsed.
