open trash burning legal solutions? Too much smog

there's too much open burning in my locality due to which people find difficulty breathing due to Excess carbon released from Burning of garbage, plastic, tyre also I caught red handed some people those were burning trash told the side effects and warned them do not repeat. Also I told them to doused the fire immediately but some starts arguing becoming violent.
Need some one stop solutions and suggestions?? @Mumbai because it's increasingly each day's
complaining to cpcb, ngt, local bmc but response

Report the matter or issue legal notice to concerned Municipality, police and evironment department.
