offer by doctor to patient

A doctor offer patient that if you take treatment by me your cancer will be cured but patient cancer doesn't cured so does he files suit against doctor

No doctor can guarantee cure. It is against ethics. You cannot take action for not curing. But you can sue him for guranteeing provided you have evidence. But such doctors know how to get out of the problem.
