Occupancy Certificate and CC certificate

Is there any case law for the occupancy certificate not obtained by builder who is forcing the

redevelopment society members to take possesion of the flats as he cannot pay the rent until

the Occupancy Certificate is obtained  and who has sold out all the commercials

on the redevelop plot. further if with mutual concern society wants to bind the builder with any undertaking

for which builder is legally bound to follow as per law any such format available please share your

view points and do let me know.

why bldr is not obtaining occpation cft.There may be some reason that  he has bultup aditional  area which is not approvaable in the eyes of law.the society should see that  it is blt exactly as per plan .does bldg have part oc upto 2nd floor or inthat bldr should not force to take possesson of non o.c bldg.water charges will be also double inthat can request mcgm to hold further permissions of sale bldg till the compliance of rehab bldg,
