How are the notices to a person residing in another state routed? Does it take a long time? For example a person resides in State A and he intends to send notice to two parties in two different states B and C. I m told that the person residing in State B also needs to have his notice routed through State C.

Genericaly Speaking; NO.
The notice can be sent direct to noticees...
Preferably by Redg. post......which amy take say;4-14days.. depending upon location...
