Can a notary license be transferred from one district to another or extended?

Yes.  Notary license can be extended.  You have to submit the application with an additional fee of Rs.750/- + renewal license fees of Rs.1000/- but it varies from one State to another State, so check in your state.

The notary license is granted based on a territorial jurisdiction only, hence it cannot be transferred to another district 

The notary license can be extended periodically.
